As stated in our top level license files, the license is MIT unless otherwise stated. Add SPDX identifers accordingly. Replace older license statementa with the standardised syntax. With the addition of the usrmerge feature, out-of-tree modules could use this same variable. make-mod-scripts: change how some kernel module tools are built
