GTKIC_CMD variable gets the wrong assignation leading into a post
install script error. Fix if-else condition in GTKIC_CMD variable
to assign gtk4-update-icon-cache when GTKIC_VERSION is 4 but
gtk-update-icon-cache when is 3.

Also, rename gtk-update-icon-cache-3.0.0 to gtk-update-icon-cache-3.0
to match the gtk-update-icon-cache binary name deployed in
meta/recipes-gnome/gtk+/gtk+3.inc.

<title>gtk-icon-cache: Allow using gtk4</title>

meta-openembedded has gtk4 which has its own version of
gtk-update-icon-cache. Allow programs that want to use gtk4
use the proper version of the gtk-update-icon-cache utility
and the proper build and runtime dependencies.

Also use a more readable syntax for conditional values in DEPENDS.

'bitbake world -k' when DISTRO_FEATURES don't have x11 and wayland,
report errors:
Nothing PROVIDES 'gtk+3'
Nothing RPROVIDES 'blueman'

gtk+3 set ANY_OF_DISTRO_FEATURES, so add it here too
since we DEPENDS on it

The intercept is called update_icon_cache which is vague: rename to
update_gtk_icon_cache to make it clearer what it is for, and add a comment
explaining what class caused it to be used.

gdk-pixbuf-native and gtk-icon-utils-native are needed by the postinstall

getVar() now defaults to expanding by default, thus remove the True
option from getVar() calls with a regex search and replace.

Search made with the following regex: getVar ?\(( ?[^,()]*), True\)

<title>gtk-icon-cache: pass the native libdir to the intercept</title>

The intercept runs against the native sysroot so we need to pass it
the native libdir instead of the target libdir, as otherwise it will
use target paths (such as lib64) in the native sysroot.
