classes: Add SPDX license identifiers

As stated in our top level license files, the license is MIT unless otherwise stated. Add SPDX identifers accordingly. Replace older license statementa with the standardised syntax. gtk-icon-cache: Allow using gtk4

meta-openembedded has gtk4 which has its own version of gtk-update-icon-cache. Allow programs that want to use gtk4 use the proper version of the gtk-update-icon-cache utility and the proper build and runtime dependencies. The intercept is called update_icon_cache which is vague: rename to update_gtk_icon_cache to make it clearer what it is for, and add a comment explaining what class caused it to be used.
