classes: Add SPDX license identifiers

As stated in our top level license files, the license is MIT unless otherwise stated. Add SPDX identifers accordingly. Replace older license statementa with the standardised syntax. licence_image: Add lic-pkgs IMAGE_FEATURE

Installing license packages is similar to installing -dev or -dbg packages, so let's invent a "lic-pkgs" IMAGE_FEATURE that does so and document it in core-image.bbclass. This image feature only works if LICENSE_CREATE_PACKAGE is set, so refuse to generate an image if the lic-pkgs feature is enabled without LICENSE_CREATE_PACKAGE. bash-completion: add image feature

qt4: remove recipes and classes

Qt4 is no longer supportd upstream, but it is still needed for LSB compliancy. Qt4 recipes have been moved to a separate meta-qt4 layer to be consistent with meta-qt3 and meta-qt5.
