binconfig.bbclass: fix get_binconfig_mangle()

The command was: s += " -e 's:-L${libdir}:-LOELIBDIR:;'" s += " -e 's:-I${includedir}:-IOEINCDIR:;'" s += " -e 's:OELIBDIR:${STAGING_LIBDIR}:;'" s += " -e 's:OEINCDIR:${STAGING_INCDIR}:;'" s += " -e 's:-I${WORKDIR}:-I${STAGING_INCDIR}:'" s += " -e 's:-L${WORKDIR}:-L${STAGING_LIBDIR}:'" The STAGING_LIBDIR and STAGING_INCDIR now contains WORKDIR, so the result would be incorrect like: TCL_INCLUDE_SPEC='-IFIXMESTAGINGDIRTARGET/usr/include/recipe-sysroot/usr/include/tcl8.6' Note, the "/usr/include/recipe-sysroot" is not needed. Move the last two sed commands ahead will fix the problem. getVar() now defaults to expanding by default, thus remove the True option from getVar() calls with a regex search and replace. If we don't fix this, the recently added dependency from do_populate_sysroot on functions in SYSROOT_PREPROCESS_FUNCS in staging.bbclass triggers warnings that the get_binconfig_mangle function contains tabs for all recipes that inherit binconfig. binconfig: mangle ${base_libdir}

Some recipes are installing libraries into ${base_libdir} (typically /lib) and also use a foo-config binary to identify compile paths, for example libusb-compat. Without mangling ${base_libdir} the ${base_libdir} path is passed to the compiler, where it looks like a host path and results in compile-host-path QA errors. binconfig: improve handling of empty prefixes

This is a backport of 952e5e2b7a5c1deefc939594d40b81a71fb16a54 from oe master. Without this the script mangling goes very wrong if ${prefix}="". There isn't really any way to fix this in the completely general case, but this patch does work with the two cases I tested (freetype and gpg-error) which were unusable previously.
