Move classes to classes-global or classes-recipe as appropriate to take

As stated in our top level license files, the license is MIT unless
otherwise stated. Add SPDX identifers accordingly. Replace older
license statementa with the standardised syntax. Also drop "All
Rights Reserved" expression as it isn't used now, doesn't mean anything
and is confusing.

The qemu class declares functions which are architecture specific. If a user such
as meson is used in an allarch recipe, this leads to sstate which is machine
specific. To fix this, remove the architecture specific part, since there are no
binaries in allarch classes, this change shouldn't break anything.

Some allarch packages rdepends non-allarch packages. when multilib is
used, it doesn't expand the dependency chain correctly, e.g.

core-image-sato -&gt; ca-certificates(allarch) -&gt; openssl

we expect dependency chain for lib32-core-image-sato:

lib32-core-image-sato -&gt; ca-certificates(allarch) -&gt; lib32-openssl

it should install lib32-openssl for ca-certificates but openssl is still
wrongly required.

Only enable allarch when multilib is not used to fix the issue.

shlibs is largely useless for allarch, the particular usecase where it
fails is when DISTRO_FEATURE is changing due to libc being different e.g.

Variable package_do_shlibs value changed:
-DISTRO_FEATURES{ldconfig} = Set
+DISTRO_FEATURES{ldconfig} = Unset

musl -&gt; glibc or other way around 'ldconfig' gets added or deleted to
DISTRO_FEATURE set, neither this distro feature nor the shlibs processing
during packaging is of interest to allarch packages which are largely
arch independent scripts

Now that STAGINGDIR_HOST doesn't contain MACHINE, we no longer need to expand
the value. Pre-expansion can mean components like PV can be expanded too early
and cause problems for certain use cases.

The code was making an assumption that the only PACKAGE_ARCH in use
was TUNE_PKGARCH. This is incorrect so iterate over the list from
PACKAGE_EXTRA_ARCH instead.

We also need to change allarch to preserve this variable, else the
staging code doesn't function. We do this in a way which clears the
variable history so that the task hashes remain unaffected.

The staging code strips binaries and we need virtual/binutils for that.
Add a specific dependency since the one from do_configure and others
may not be enough to ensure the binaries are in our own sysroot.
