overlayfs: add missing vardeps

Fixes [YOCTO #15120] Consider OVERLAYFS_WRITABLE_PATHS as dependecy of do_create_overlayfs_units() in order to rebuild the recipe when changing the used mount point. overlayfs: Allow not used mount points

When machine configuration defines a mount point, which is not used in any recipe, allow to fall through and only report a note in the logs.
