poky-altcfg: Replace poky-lsb with poky-altcfg

Remove LSB support bits

LSB as a standard isn't current and isn't well suited to embedded anyway. Its putting artifical constraints on the system and with modern layer technology, would now be better off as its own layer. In order to phase out poky-lsb, move the alternate test configurations to a separate .inc file. This is necessary to avoid maintaining this configuration in the autobuilder config (such as kernel version numbers).
