tools: Updated the sed file from 1.3.1 to 1.3.2

This should have been done before 1.3.2 released. I forgot about this particular step though so the tarball does not have the change. It is in the tip of the tree though now. This change makes sure that the links in the mega-manual stay within the mega-manual.
