overview-manual, dev-manual: Moved licensing how-to stuff to dev-manual

The section on licensing in the overview-manual was really "how-to" information. I moved this to a new section in the dev-manual for "working with licenses". This variable plays a much smaller role since recipe-specific sysroots were implemented. I have rewritten the description to say that STAGING_DIR helps construct the recipe-sysroots directory.
