bitbake: server/process: Disable gc around critical section

The python gc can trigger whilst we're holding the event stream lock and when cleaning up objects, they can trigger warnings. This translates into a new event which would then need the lock and we can deadlock. Disable gc whilst we hold that lock to avoid this unfortunate and problematic situation. bitbake: utils: Handle lockfile filenames that are too long for filesystems

The fetcher mirror code can go crazy creating lock filenames which exceed the filesystem limits. When this happens, the code will loop/hang. Handle the filename too long exception correctly but also truncate lockfile lengths to under 256 since the worst case situation is lockfile overlap and lack of parallelism. bitbake: cooker: Handle parsing results queue race

The previous fix introduced a race where the queue might not be empty but all the parser processes have exited. Handle this correctly to avoid occasional errors.
