Convert the test suite that was in COW.py into something that
will actually run as part of bitbake-selftest. This is in
preparation for some cleanups I plan in COW.py.

There are much better ways to handle this and most editors shouldn't need this
in modern times, drop the noise from the files. Its not consitently applied
anyway.

With the introduction of SPDX-License-Identifier headers, we don't need a ton
of header boilerplate in every file. Simplify the files and rely on the top
level for the full licence text.

Fix the warning:

WARNING: lib/bb/data_smart.py:235: DeprecationWarning: generator 'COWDictMeta.iter' raised StopIteration
  for k, v in self.variables.iteritems():

by using return from the generator, not raising StopIteration.

The call of methods iteritems() and itervalues() in sample codes were
replaced by items() and values() to convert to Python 3 by Bitbake rev
d0f904d407f57998419bd9c305ce53e5eaa36b24. But the methods iteritems()
and itervalues() belong to class COWDictMeta not class dict or set. The
modifications should not be made in purpose that it fails to run sample
codes, so revert them.
