optparse is deprecated since Python 2.7 Note that this is neither supposed to change the options supported by bitbake-prserv nor the way they are interpreted. Note that in the "--help" output, long options are now reported for example as "--host HOST" instead of "--host=HOST" but both are equivalent anyway, as they already were with optparse. bitbake: bitbake: Add initial pass of SPDX license headers to source code

This adds the SPDX-License-Identifier license headers to the majority of our source files to make it clearer exactly which license files are under. The bulk of the files are under GPL v2.0 with one found to be under V2.0 or later, some under MIT and some have dual license. There are some files which are potentially harder to classify where we've imported upstream code and those can be handled specifically in later commits. bitbake: bitbake: Don't limit traceback lengths to arbitrary values

There appears to have been a lot of copy and pasting of the code which prints tracebacks upon failure and limits the stack trace to 5 entries. This obscures the real error and is very confusing to the user it look me an age to work out why some tracebacks weren't useful. bitbake: Automatically start local PR service.

[YOCTO #1126] A local PR service will be started and stopped automatically along with the bitbake invocation/ternimation. This local PR service will be started only and if only when the PRSERV_HOST is set to 'localhost' and PRSERV_PORT is set to '0'. When started, the sqlite3 database is stored at "${PERSISTEN_DIR}/prserv.sqlite3" or "${CACHE}/prserv.sqlite3".
