lopper: update to v1.0 and setuptools based project

Switching to lopper 1.0 brings us a more standard setuptools based project for install and packaging. This update also fixes the experimental update to master-next, which was incomplete and broken. The only signficant user visible change with this update is that lopper.py is now 'lopper' and any calling recipes need to be updated accordingly. Signed-off-by: Bruce Ashfield

global: convert github SRC_URIs to use https protocol

github is removing git:// access, and fetches will start experiencing interruptions in service, and eventually will fail completely. bitbake will also begin to warn on github src_uri's that don't use https. As introduced in the oe-core post: https://lists.openembedded.org/g/openembedded-core/message/157623 SRC_URIs without an explicit branch will generate warnings, and eventually be an error. lopper, python-dtc: add new recipes for device tree tools

This device tree tooling is being added as a prequisite for enabling qemuboot with the Arm 64-bit version of the Xen hypervisor. lopper: a tool for performing operations on device tree files. A new recipe inspired by the original from meta-xilinx-bsp. python-dtc: a python library for the Device Tree compiler. This is a prerequisite for lopper.
