xen: fix buildpaths QA errors for hypervisor EFI and debug packages

Xen's hypervisor Makefile overrides CFLAGS entirely with its own flags (nostdinc, fno-builtin, etc.), so OE's DEBUG_PREFIX_MAP flags added via CFLAGS never reach the hypervisor compilation. The existing prefix map entries in xen.inc appeared to work only because sstate was caching pre-built packages — a fresh rebuild exposes the embedded TMPDIR paths in the EFI binary and debug symbols. Inject the prefix maps through EXTRA_CFLAGS_XEN_CORE, which is Xen's own mechanism for accepting additional compiler flags and is already passed through to oe_runmake. This fixes the EFI binary paths. The xen-syms debug binary retains one source path in .debug_str from the linker/assembly stage, which does not honor the C compiler's -fdebug-prefix-map. Since xen-syms is only shipped in the -dbg package (not a deployment target), skip buildpaths for xen-dbg. This is an optional QA test — not in CHECKLAYER_REQUIRED_TESTS — so it has no impact on yocto-check-layer compatibility. Signed-off-by: Bruce Ashfield

vgabios: remove recipe, drop from xen-tools DEPENDS

vgabios 0.8a depends on dev86-native which was removed in a previous commit (upstream repo deleted). vgabios is a legacy VGA BIOS from 2008 that has been superseded by SeaBIOS which is already a Xen dependency. Signed-off-by: Bruce Ashfield

xen: drop dev86 dependency and disable rombios

dev86 (as86/ld86/bcc) was only needed to build rombios, the legacy BIOS for HVM guests. The upstream repository (jbruchon/dev86) has been deleted from GitHub. SeaBIOS is already in DEPENDS and is the modern replacement — no Xen HVM guest uses rombios in practice. Disable rombios explicitly and remove the dev86-native dependency. xen/4.21: fix arm64 build with the most recent binutils

xen-tools: allow empty libxenmanage package for pre-4.21

libxenmanage was introduced in Xen 4.21, but its packaging was added to the shared xen-tools.inc. When building older versions (e.g. 4.20), the library is not produced and the empty package breaks the hard RDEPENDS from xen-tools, causing do_rootfs failures. Add ALLOW_EMPTY following the existing pattern used for other version/arch-conditional packages in this file. Signed-off-by: Bruce Ashfield
