<title>ceph: Upgrade to 16.2.1</title>

This updates the Ceph version to 16.2.1 which required a couple
changes to base code via a rebased patch which also disabled the
sanity check due to it not working correctly, but the actual
compile worked.  Also added a new patch to add soversion information
for the new libcephsqlite library so it would be packaged correctly

Added fixex for new python script to adjust #! from the native path
and moved the ceph-python package in order for it to get the correct
set of files before the ceph package.

We need libseccomp for more and more recipes. While we wait for
libseccomp to appear in oe-core, we add meta-scurity as a depdendency.

python2 is no longer supported, and we are breaking yocto layer
compatibilty by keeping this recipe around (since there is no
provider of 'python').

This hasn't been updated in over a year, so it is time to retire
it.

If it is required, we can bring it back in some other manner.

meta-python has the exact same version of this recipe, with only
minor differences.

Our copy is no longer needed, and in fact, is taking precedence
over a base build, changing signatures and breaking yocto compatibility.

To ensure yocto compatibility, we should not be changing the behaviour
of recipes simply when meta-virt is included.

As such, we change our sysvinit-inittab changes to only trigger when
virtualization is in the distro features.

Libvirt's buildsystem has changed to meson, So this upgrade drop some
obsolete patches applied to makefile.
