sota.bbclass: move sota to DISTROOVERRIDES
Move sota to DISTROOVERRIDES from OVERRIDES, it should be a distro
overrides.
This change also let 'sota' to be in front of 'forcevariable' in
OVERRIDES, since 'forcevariable' should always be the last overrides.
