python3-watchdog: Upgrade 2.1.1 -> 2.1.2

Upgrade to release 2.1.2:

- [mac] Fix relative path handling for non-recursive watch.
- [windows] On PyPy, events happening right after start() were
  missed. Add a workaround for that.
