python3-regex: Upgrade 2020.11.13 -> 2021.3.17
Upgrade to release 2021.3.17:
- Fuzzy matching with wrong distance (unnecessary substitutions)
- Missing wheel for macosx and the new M1 chip (arm64 arch)
