python3-flask-migrate: Upgrade 2.5.3 -> 2.6.0

Upgrade to release 2.6.0:

- Removed deprecated --head-only option
- Initialize logger with a name
- Move import to the top in env.py file to avoid linter warnings
- Add a note to the documentation regarding logging
- Move builds to GitHub actions
