reproducibility: move repro excludes from AB config.json to meta-oe

For now, the known non-reproducible packages list is stored inside the autobuilder config.json file. This is not ideal. Let's move this list into each layers of meta-openembedded. liberror-perl: move recipe from oe-core

Encode.pm is packaged in perl itself and users should instead RDEPENDS on perl-module-encode This was originally added a long time ago when I did not understand the way the packages split was done.
