vim, vim-tiny: Make vim provide xxd without vim-tiny doing it too

Since the following commit applied: ... commit 34988c5319b08a14a145d82ed1057468f22632f9 Author: Rasmus Villemoes Date: Wed Jul 18 10:14:51 2018 +0200 vim: provide xxd ... The xxd tool is quite useful by itself. For example, building U-boot using the CONFIG_USE_DEFAULT_ENV_FILE option requires that the host provides xxd, and it's nicer to be able to put xxd-native rather than vim-native in that recipe's dependencies.
