libnice: Disable the examples and the tests

They are not used, and if the `gstreamer` PACKAGECONFIG is enabled, the tests require gstreamer-check-1.0 to be available, which it isn't if gstreamer-1.0 is built without the `check` PACKAGECONFIG.
