libqb: Switch to release tarballs for SRC_URI

This ensures that version number is not required to be computed on fly which is required when using sources from git, and it gets it wrong which get encoded as UNKNOWN in .pc files and packages like usbguard fail to find the version number of libqb and fails to configure Signed-off-by: Khem Raj
