The main cryptsetup build needs libuuid and not the full util-linux, so switch the build-dependency over, thus allowing users to enable the cryptsetup util-linux's PACKAGECONFIG. The libblkid dependency is handled individually by the crypsetup's PACKAGECONFIG option.
