* libidn2 is usually pulled into the RSS by the dependency from gnutls
  but when gnutls doesn't depend on it, the build fails with:

CMake Error at include/freeDiameter/CMakeLists.txt:144 (MESSAGE):
  Unable to find libidn2, please install libidn2-dev or equivalent, or set
  DIAMID_IDNA_IGNORE or DIAMID_IDNA_REJECT

The pass-ptest-env.patch uses ${B}/extensions as the EXTENSIONS_DIR at build
time and pass the env variable EXTENSIONS_DIR as ${libdir}/${fd_pkgname} at
run time to fix the run time error. But there still exists buildpaths issue.

So rework the pass-ptest-env.patch to make sure EXTENSIONS_DIR to be
${libdir}/${fd_pkgname} both in build and run time.

SCTP_RECVRCVINFO is defined in &lt;linux/sctp.h&gt;,
but &lt;linux/sctp.h&gt; is't included in the source code
previouly. So defined(SCTP_RECVRCVINFO) can be 0
and it makes old sctp socket api definition in
effect as below:

After lksctp-tools upgrade to 1.0.18, there is below
commit introduced in lksctp-tools git:

    That said, this patch drops all duplicated declarations and includes
    linux/sctp.h to bring them into lksctp-tools.
