the default setting USERADD_PARAM of yocto:
-s /bin/sh

follow redhat policy:
radvd/redhat/systemd/radvd.spec
  useradd ... -s /sbin/nologin ...

This patch fixes warnings when useradd-staticids.bbclass is used and
USERADD_PARAM is used to add the user to a group that has not been
explicitly created yet. By adding the GROUPADD_PARAM for the new group
being used the warnings for changing the gid from GID-OLD to GID-NEW
is eliminated.

Warning fixed:
radvd: Changing groupname nogroup's gid from (WXYZ) to (JKLM), verify configuration files!

When starting radvd without any configuration the following errors would
be triggered.

Normally the user should create and configrue the /etc/radvd.conf
manually.  However the radvd provide a example file for redhad located
at "radvd/redhat/radvd.conf.empty". When installing, it would copy
radvd/redhat/radvd.conf.empty to /etc/radvd.conf. Also add this empty
conf here to used as an example of configuration

We don't offer /etc/radvd.conf but only radvd.conf.example which would
cause a startup error:
  Starting radvd:
  * /etc/radvd.conf does not exist or is empty.

Remove update-rc.d settings to make it doesn't start by default.
