Set ac_cv_prog_cc_c23=no to prevent autoconf from detecting C23
compiler support, avoiding potential build failures as the package
is not yet fully ported to support C23 standard.

The vulnerability is about a 3rd party Windows-only GUI frontend for
the streamripper library, and not for the CLI application that the
recipe builds. Due to this ignore this CVE.

Multiple recipes require libmap, mpg123 or ffmpeg which all are defined
to have a LICENSE_FLAGS = "commercial".  Set these referring packages
to the same license flag so they are only enabled when their dependency
is also enabled.
