<title>mingw32-common.inc: disable meson exe wrapper for mingw targets</title>

The meson bbclass uses qemu as an exe_wrapper to run cross-compiled
binaries for sanity checks. However, qemu-i386 cannot execute Windows
PE format executables (.exe), causing meson setup to fail with:

Executables created by c compiler i686-w64-mingw32-gcc are not runnable.

This affects all meson-based nativesdk recipes when SDKMACHINE is set
to a mingw target (e.g. i686-mingw32), such as nativesdk-dtc.

Disable EXEWRAPPER_ENABLED for mingw32 to skip the qemu exe wrapper
since it is not functional for Windows targets.

<title>meta-mingw: support generating Windows SDK with no symlink</title>

On some Windows systems, symlinks are not allowed due to IT policy.
We need to be able to generate Windows SDK without symlinks.

To do this, a new variable, WINSDK_NO_SYMLINK, and a new bbclass,
mingw_sdk_handle_symlink.bbclass, are introduced to achieve this.

By default, things work as before; when setting WINSDK_NO_SYMLINK
to "1", SDK will replace all symlinks with the actual contents.

Add TESTSDK_CASE_DIRS = "sdkmingw" for compatibility with the
simplified SDK test specification in openembedded-core.

6badeda ("mingw32: Add WINDRES export for SDK") attempted to fix the GCC
13 Canadian cross compile for MinGW host, but used the broad sdkming32
override, which made it apply to all target recipes. This caused build
errors in other recipes. Tighten the scope of the variables to only
apply when doing a Canadian cross compile.
