poi DEPENDS on non -native packages, which breaks multiconfig.

Instead of potential circular depending virtual/javac-native (even this
recipe provides such a useable java-native), rely on well known path
via cacao-native to build up to icedtea7-native in reliable manner.

virtual/javac-native should be used by parts not belonging to the bootstrap
phase.

when using javac from different JDK it does not like
the encodings since default is ascii, so be specific.

fastjar argument order was not correct when using other
fastjar implementation it was strict about it so lets
correct it as well.
