linux-yocto: Add linux-yocto 4.8 recipes

Preliminary testing on the 4.8 kernel has gone well with no major
defects found on Intel hardware.

The preempt-rt patches are not yet available for the -rt kernel, so only
add the base and tiny linux-yocto recipes for now.
