The gst-ffmpeg recipe in oe-core had LICENSE_FLAGS added to make it
"commercial", so to avoid build errors the BSPs that use it (via the
gst-va-intel VA_FEATURE) should only include it if the user has added
"commercial" to LICENSE_FLAGS_WHITELIST when building.

This adds a conditional to detect that, along with a NOTE in the
README to explain the need for the flag.

handled in task-core-tools-profile.bb (now
packagegroup-core-tools-profile.bb), so remove these.

According to the Intel graphics guys and Ubuntu, it's ok to now have
rc6 enabled by default (as long as rc6p is not also enabled).

Accordingly, we'll use the rc6 feature that enables it.  If there are
problems, it can be easily disabled at build-time by removing tmp/rc6
from KERNEL_FEATURES, or can be disbled at run-time using the kernel
parameter i915_enable_rc6 = 0.
