This converts the layer to the new override syntax. This was done using

&lt;oe-core&gt;/scripts/contrib/convert-overrides.py &lt;this-layer&gt;

with no manual fixes.

<title>gnupg: Build with "-fcommon"</title>

The patch from f9761c0 ("gnupg: Make it build with GCC 10 (which uses
-fno-common by default)") doesn't work in all cases, such as when
building gnupg-native. Instead of trying to patch around it, re-enable
the -fcommon flag explicitly to keep the build the same as it was before
GCC 10 changed the default.

This reverts commit f9761c01495cd52ce88e33fbc8824f882cf80288.

Later versions of shared-mime-info need itstool which is GPLv3. Add an old
version of shared-mime-info to allow gplv3 free builds to suceed.

Use python to set PREFERRED_VERSION based on INCOMPATIBLE_LICENSE to
control this.
