opencv: Accept the upstream variable order in the copied body

SUMMARY:python3-opencv sits below FILES in meta-openembedded's
opencv_4.13.0.bb, which this file copies verbatim at the hash in its header.
Reordering it here would diverge the copy, so the finding is documented
inline instead. Comments only; effective metadata is unchanged.
