fsl-kernel-localversion: fix regression setting LOCALVERSION
CONFIG_LOCALVERSION is a string setting. It needs to go between quotes in
the .config file.
$ grep CONFIG_LOCALVERSION= .config
CONFIG_LOCALVERSION="-dey"
