opencv: Add a DESCRIPTION

Without it bitbake.conf applies DESCRIPTION ?= "${SUMMARY}.", so the
package shipped its one-line summary as its full description. The
Yocto recipe style guide lists DESCRIPTION among the variables a recipe
should set. Kept on one line: an indented continuation leaks its indent
into the packaged value as a run of spaces. This diverges on purpose
from the verbatim meta-openembedded copy, which sets no DESCRIPTION.
Validated on imx8mp-lpddr4-evk with do_package forced; buildhistory is
unchanged apart from metadata-revs.
