gst-examples: Expand DESCRIPTION beyond SUMMARY

DESCRIPTION restated the recipe name in fewer words than SUMMARY, so it told a reader less than the line above it; name the two example programs instead. The file is a downgraded copy of the oe-core recipe but not a verbatim fork -- master already carries local SECTION, DEPENDS order and indent changes to it -- so it is maintained metadata. libcamera: Document the IPA re-signing helper

do_package_recalculate_ipa_signatures had no doc string. The flag is set here rather than beside the function so libcamera_0.7.1.imx.bb stays a verbatim copy of the meta-openembedded recipe it tracks. The recipe inherited SECTION = "multimedia" from OE-core's gstreamer1.0-plugins-common.inc, which oelint cannot see when scanning this layer alone. Stating it here declares the value the recipe already had. Tested on imx8mm-lpddr4-evk: pkgdata SECTION unchanged (multimedia), buildhistory byte-identical. The recipe set no SECTION, so it fell through to bitbake.conf's plain `SECTION = "base"`. Unlike the gstreamer1.0-plugins-* recipes it does not require gstreamer1.0-plugins-common.inc, so nothing else supplied one. Placed between BUGTRACKER and LICENSE per the recipe style guide ordering. gstreamer1.0-plugins-base: Fix viv-fb override so it reaches the i.MX6

Writing the override scope before :append attaches the append to PACKAGECONFIG_GL:imxgpu2d. MACHINEOVERRIDES lists imxgpu2d before imxgpu3d, so on every i.MX6/7ULP that has a 3D GPU the imxgpu3d scope won the selection and viv-fb was silently dropped; only mx6sl still got it. Regression from d1c6878cf. Tested with bitbake gstreamer1.0-plugins-base on imx6qdlsabresd/fslc-framebuffer. The .inc drops the release tarball from SRC_URI and fetches the NXP git fork, so the checksum the OE-core copy carries applies to nothing and never coexists with SRCREV; oelint reports it because it does not evaluate SRC_URI:remove. The line is upstream's and sits inside the verbatim copy, so it is annotated rather than deleted, keeping the copy diffable against OE-core.
