Update vulkan-wsi-layer to the revision and NXP patch set used with
the Mali r56p0 driver in the NXP LF6.18.37_2.1.0 release. The
mali-imx r56p0.0 Vulkan driver needs this layer.

Replace the NXP patches with the new set from meta-imx:

- 0001 MGS-9070: add the Arm r56p0 WSI layer changes
- 0002 wsialloc: initialize the local_strides array
- 0003 MGS-6801: vkmark on Wayland (refreshed)
- 0004 add support for VK_COMPOSITE_ALPHA_OPAQUE_BIT_KHR, replacing
  MGS-6823
- 0005 MGS-7487: fix a Vulkan test report warning message
- 0006 MGS-9060: fix swapchainMaintenance1 being reported as
  unsupported
- 0007 MGS-6283: fix a segfault in the opaque alpha init on OOM or
  a missing compositor

Drop the CMake minimum version backport, which the new revision
includes. Rebase the GCC 16 __STDC_VERSION__ fix onto the new patch
set; only surface.hpp needed its context resolved.

Build-tested with mali-imx r56p0.0 for imx95-19x19-verdin: a
core-image-weston rootfs with mali-imx-libvulkan and vulkan-tools
installs the layer.
