packagegroup-fsl-network: Make tcpdump dependency conditional

tcpdump is provided by meta-networking, but meta-freescale only depends on OE-Core. Move the dependency to a networking-layer dynamic bbappend so core-only configurations remain buildable. Tested with: bitbake -R meta-freescale-test.conf -S none world Signed-off-by: Luciano Dittgen
