Per the package's setup.py we need to depend on python-pbr. Failing to
do so results in a build failure:
Could not find suitable distribution for Requirement.parse('pbr')

To get the clients functional, we need to update to the latest oslo release
(and git trees).

Ceilometer requires oslo.serialization and kazoo (plus its depdencies), so
we add them here, and ceilometer-api works again.
