+Subject: [PATCH] neutron.conf: jumpstart nova state reporting configuration

+To enable neutron reporting of vif states to nova, we need to configure
+neutron.conf with auth urls and passwords. While this configuration isn't
+complete, it fills in some required values (and leaves them commented).
