python-logutils: upgrade to 0.3.5
1) Upgrade python-logutils from 0.3.3 to 0.3.5.
2) Modify LIC_FILES_CHKSUM as Copyright (c) in LICENSE.txt has been changed from 2008-2013 to 2008-2017.
