python-oslo*: uprev to latest stable/pike

Uprev all of the existing 'oslo' packages to the latest commit on the
stable/pike branch. This will allow us to prepare for the uprev of the
main openstack components to stable/pike.

Dependencies are been validated and uprev'd/added as needed.
