python-glanceclient: upgrade 0.17.0 -> 0.19.0
Add RDEPENDS bash to avoid build WARNING as following:
WARNING: QA Issue: post@underscore@test@underscore@hook.sh_python-glanceclient
contained in package python-glanceclient requires /bin/bash,
but no providers found in its RDEPENDS [file-rdeps]
