These users are created in a postinstall for the keystone package. This new class is used to store some of the credentials used by keystone and all packages will inherit this class and create the appropriate configuration files. Because there is no guarantee to the order in which postinstalls are run, the postinstalls first check to see if postgresql is running, and start it if it's not.
