sanity-meta-openstack.bbclass: add class for bbappend files checking

Add a new class sanity-meta-openstack.bbclass, to check whether necessary settings are available for bbappend files and preferred version setting in this layer to be effective and warn users if not. README: update code submission line to include "m-c-s" and '-M'

The READMEs were lacking the "[m-c-s]" which we normally expect on the mailing list as well as the use of the "-M" option which makes reviewing patches, which include a move as seen when we uprev a recipe, easier to review. Signed-off-by: Mark Asselstine

meta-openstack/README: drop meta-ruby

meta-openembedded commit 6E7C9636D276 [meta-ruby: remove this now pretty empty layer] removed the meta-ruby layer from existence. We can therefor drop this layer dependency.
