Add support for Renesas R-Car Gen3 boards

Support for Salvator-X (H3/M3), H3 and M3 Starter Kits.
Requires driver package installed as instructed in meta-renesas and
correct SOC_FAMILY set in the local.conf

For Qt Company internal builds, required driver packages are in the
renesas-rcar-gen3 git repository.
