Subject: [PATCH] Disable use of syslog for sysroot

Disable use of syslog to prevent sysroot user and group additions from
writing entries to the host's syslog. This patch should only be used
with the shadow-native recipe.

Upstream-Status: Inappropriate [disable feature]
