Default PowerPC to using TUNE_PKGARCH = ${TUNE_PKGARCH_tune-} Fix AVAILTUNE settings in ppc603e, and ppce500mc to be addative. Correct potentially overlapping "spe" definitions in ppce500 and ppce500v2.
