Subject: dev-manual: Added cross-link to "Fetchers" section in BB manual.

Fixes [YOCTO #10098]

Inside the "Fetching Code" section we mention fetchers but have
no links for more information to the "Fetchers" section in the
BibBake User Manual.  I have added a link.
